package not received

I received a notification showing the package was delivered. The email attached with a delivery photo - which I have no idea where that picture was taken.whereisthis.jpg

I tried to file a claim at ups but they won't allow me to do so since it is a package shipped by sephora, they only process claims file by sephora.

I don't know what to do.
